Start by making an 8-slice can, then make a half-panel rotation, lock it in place with a pushpin, then repeat to make a 16-slice can. Scissor off the top.
For the face, extract the lid; then draw, glue, or tape on a face; then run a strip through the lid's tab.
Poke toothpick-sized holes in the tips of the strips in an alternating pattern. Give the strips a bit of a curve.
Poke a toothpick through all the holes. Lock it in place with a toothpick-nut or a straw nut on both sides.
